Why do I get “Cellular Update Failed” on iPhone 7 iOS 15.3.1?

After power cycle service comes back, and phone shows it has latest software version. What gives?

I do not have a computer with me, to do what they say. And iOS software is apparently up to date. An Apple Support rep. Just told me to call the cellular carrier support, as the issue seems to have something to do with them, not appl.
