That is pretty bad. Where did you purchase the Apple Watch? If it was online and bought used, contact the seller. If they do not help you out, it was most likely a scam (and you should contact the site) as there is no other way to get into a preowned Apple watch without the account or password.

return it to the seller, it is unusable without this information.

The person that you bought/got this watch from needs to follow all the steps in this link;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.
