I updated to 15.3.1 on my iphone and cannot access most of the apps - even the app store. It takes an extra long time to open an app and then I'm told I cannot connect.
I even moved from iphone 6s to an SE and it isn't much better. When I try to open an app, I get the message : Unable to install. Try again later." I thought I would delete some apps and reinstall them, but I cannot connect to the App Store.
Can I revert to 15.3? IF so, how?

Sometimes it is helpful to force restart your phone after an iOS update. No guarantees that it will work, but it will not hurt and it’s worth a try.
