Music CD's, Video CDs and Data CD's should work on a Mac normally.
Applications on the other hand will not work unless they are specifically made for Mac. While the CD may mount correctly on the Mac and let you see the files contained in the CD, Windows applications will not directly run on a Mac, as they are different architectures and require different methods of programming them to work on each platform.

To expand & clarify @Phil0124's answer.....Even if the CD has Mac software on it, most likely that software will be much too old to run on any recent version of macOS (especially 10.15+ which no longer supports 32 bit apps).
Depending on your Mac, you may be able to install Windows into a Virtual Machine or install Windows using BootCamp, but this is not an option if you have an M1 Mac. BootCamp is risky as it involves modifying the partitions, while a VM won't have the GPU hardware acceleration needed for some apps and performance is split with the host OS. Depending on the age of the software, there is also no guarantee the software will run correctly even when using Windows.
