No. If your iPhone is locked how would you do it?
No, you need a computer to to restore the iPhone. It does not have to be a Mac, a Windows computer will work, and the iPhone does not need to have been connected to the computer before at all.
You can borrow one from a friend or relative, or take the iPhone to an Apple Store and ask to use one of the floor models.
