Can't add Visa and Amex card to the Apple sandbox wallet

I am testing apple pay for my project and for the same I want to add Visa and Amex card to my apple sandbox wallet but I can't add them. Error is displayed like Invalid card and Could not add this card. Can anyone help me with this?

PS~ I had these card added earlier but I had to delete for some purpose and now I can't add them back!
