Activation Lock Error

I got a brand new iPad Mini Gen 6 today, and was going through setup fine. I got to the home screen and was starting to check the settings when suddenly I got a pop up that said "Activation Required." This took me to the activation lock log-in, which made me put my correct Apple ID and password in several times before giving me a screen telling me to connect to a computer and open iTunes. In iTunes it's asking for my Apple ID and password for Activation Lock purposes again, but every time I enter it correctly it just reloads the log-in page, until eventually I get pop up saying my activation information is invalid, which doesn't make any sense to me. I've read about deleting the device from iCloud to get past this but I would ideally like to use iCloud and don't know if this will crop up again if I reconnect. Help?

YOu would not be getting an activation lock screen if you brought a brand new ipad out of the box.

Return the ipad and get your money back.
