So… my new iPad is no longer receiving the text messages that come to my phone. Also… the text icon shows 114 unopened. Can’t find them on iPad. That 114 does not appear on my phone.

Your iPad is not a cellular telephone. It cannot send or receive SMS messages by itself. It can, however, participate in text message forwarding from your iPhone.
Correct. And I understand that. However… when I’m next to it and both devices are in wifi… I should receive messages on the iPad. I have not been. I have it selected as a device to share messages with.
You said the iPad is new. Be certain that new device is the one referred to on your iPhone at Settings > Messages > Text Message Forwarding > [the new iPad] … on your iPhone.
