Cellular data won’t work

So every time I am not connected to a wifi, my phone does not work. Any app I try to use never loads and the only thing I can use is safari. I have deleted any vpn, tried turning it off and one, reset network setting, etc. I can’t get anything to work and it is so frustrating. I have the new iphone 13 pro max and it’s supposed to have the 5g ultra capacity but nothing works. Please help!
