Service replacements were mentioned. Apple maintains a stock of them - first by making enough new ones that are kept on hand for relatively early replacement service. Then as they come in, Apple takes trade-ins and service exchanged devices that they can repair/refurbish. I suspect that a good many of the refurbished iPhones that become service replacements are returns that are checked out and reset to factory condition with a new battery.
Apple still lists the iPhone 4 as having repair service available, and for that model the only way that Apple repairs it would be via a service replacement. So Apple does seem to have that capability.
