I just upgraded to 13.Phone will not recognize or sync up to my Bluetooth devices

What bluetooth devices exactly? Have you set them all to pairing / discovery mode per their own instructions, and as such unpaired them from your previous iPhone. They may not pair again until they are removed from any device they where paired with before.
