My apple declines any payment that I try to add. I have tried several options already, but it doesn't work.

finance-app.itunes.apple.com doesn’t work for over 2 weeks that I am trying to find any support for my issue and you are just copy pasting the article links, not caring that I have already mentioned - INSPECT CURRENT CASE!
