Hi, my ipad was recently stolen and find my device was turned off, I have a police report and a crime reference number, but if find my device is turned off is there any way that the theft will be covered by applecare plus?

As babowa pointed out, and I missed entirely, theft and loss is only for the iPhone and you must have Find My turned on.

AppleCare+ does not cover theft or devices that are stolen. AppleCare+ with theft and loss protection will cover the theft or loss.
Yeah, I have the theft and loss prevention too, but what can I do if my find my is turned off?
As far as I know, theft and loss policies are only available for iPhones.
