You can't install Windows natively on a Mac with Apple silicon. This includes any Mac that has an M1 [Pro/Max/Ultra] chip.

That said, you can install the ARM version of Windows 11 in a virtual machine. Please note the following:

• Windows 11 on ARM is currently only available as a Windows Insider Preview. You will need to first register for the Windows Insider Program in order to get access.

• Most Windows apps aren't developed for the ARM architecture. Windows will try its best to emulate or translate these apps. Therefore, some apps may run slower than expected, and some bugs can occur.

• Don't give more than half of your RAM to the virtual machine. For optimal performance, your Mac should have at least 16 GB of RAM installed.

• Currently, the easiest virtual machine solution for this is Parallels Desktop 17.

You can try UTM which utilizes the free open source machine emulator & virtualizer QEMU project under the hood (very old project). I have no idea how well it will work for you. This is as close as you can get to running other operating systems made for other CPU architectures except for the option presented by @Encryptor5000.
