Safari: open all windows from last session no longer works

Since updating to Big Sur opening Safari (with "All windows from last session" checked) NEVER opens with anything other than a blank tab (and "Reopen All Windows from Last Session" in History is greyed out). Prior to updating this option ALWAYS worked. I can see this question has been asked a number of times but generally ignored or answered with the suggestion to use any browser other than Safari which doesn't actually help much (I like using Safari).

Has anyone found a solution to this infuriating dis-improvement yet?

Have you tried restarting your Mac to see if the issue persists? Does opening Safari in safe mode help? You can learn how to do that here: How to use safe mode on your Mac


Additionally, if your computer and the software you use regularly is compatible with macOS Monterey you can update your software to see if that helps as well. You can learn how to do that here: Update macOS on Mac
