I need to change my Apple Store country, but cancelled subscriptions prevent it

I have moved, and need to change apple stores. I have cancelled all subscriptions, but it still will not let me change, saying that 2 subscriptions are still ongoing. I can only assume that it's because they are yearly renewals that renewed before I wanted to make the change.

How can I remove these apps? I need to download a government and a banking app that are only available here.
