To Find Out:

1. Go to: Apple menu
2. Select: About this Mac
3. Click: System Report... button
4. View: Hardware on left-column
5. Click: Camera
6. Confirm if a Camera is Even Seen

If no camera is seen....

Get the Drivers:

If no camera is seen, then the drivers went missing, somehow. So, you need to get to drivers. And to do that...

Reinstall the macOS:

Nothing would be deleted. It's just that items that have become corrupted or deleted, would be replaced or reinstalled back to where they should be. Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall.

Make sure nothing is physically covering the camera.

Reboot the laptop to see if the camera works now.

Check the Privacy System Preferences to make sure the Camera is allowed to be used for video with those particular apps.

Are you running any anti-virus apps, cleaning apps, or third party security software that may be interfering with the normal operation of macOS? Normally I would suggest trying the camera while booted into Safe Mode, but unfortunately Safe Mode disables the camera on some Mac models, but it may still be worth a try in case it does work in Safe Mode. Running the diagnostics also is unlikely to reveal anything because the diagnostics just check for the presence of the camera since the diagnostic has no way of actually verifying the camera is working as intended.

You can also try creating a new macOS user account, logging out of your account, then logging into the new user account to see how the camera works with default settings of the new user. Another way of testing the camera is to boot from a known good OS on an external boot drive. If a known good OS also has the camera issue, then it is likely there is a hardware fault with the camera. In that case you will need to have Apple or an Apple Authorized Service Provider examine the laptop and provide you with a repair estimate.
