How to turn off a Mac at setup screen? Giving away Mac

Per Apple instructions, "To leave the Mac in an out-of-box state, press Command-Q to shut down instead of continuing setup." (Source: What to do before you sell, give away, or trade in your Mac - Apple Support)


However the Command-Q is not working. I saw another question about this issue but it just does not work. My Mac is a mid 2010 with High Sierra. Is there any other work around?
