Apple Configurator on iPhone
How do I use Apple Configurator app on an iPhone to add an iPad to our account? I don't own a Mac.

You need to get a Mac. While Apple Configurator was available for both macOS and Windows, Apple Configurator 2 has always been macOS only. If you are managing Apple devices, having a macOS device makes things far easier as there are apps only available for macOS that can do things that MDM cannot.
