iPhone 7 Plus and it’s not the person that I bought it from iCloud account

I bought an iPhone 7 Plus and it says activation lock and I think it’s locked to the persons account that I bought it from and I sent the receipt into Apple support so I can try to help get It unlock

You need to contact the person who it is locked to and have them unlock it, Apple will not help with this.

If they won't unlock it, it is most likely stolen.
