iPhone Upgrade Program Issue

I originally purchased my iPhone XS and signed up for the iPhone Upgrade Program. However, I had a problem with the phone and took it to an Apple store for repair. They couldn't repair it so they gave me a replacement unit. Now when I went to upgrade to the iPhone 13 Pro, the Upgrade bot doesn't recognize my unit.
