I am trying to use footage from my iPhone 12 that had HDR turned on. When I bring it into FCP and try to use the HDR tool the HLG to 709 is not available. How do I get it.

HLG to Rec 709 wasn't in HDR Tools until 10.5.something. With that version of Big Sur you should be able to download 10.5.4 from your Purchased page.

What OS? What version of FCP? Have you set the library to wide gamut? Are you working in a Rec 709 project? Can you post a screenshot of what you see in the HDR Tools effect?
ok it was purchased on a apple account that i do not have access to anymore. Is there anyway to transfer that to a different account? it will not allow me to update with out signing into that account
I don't believe so, but you might try App Store support.
