Not possible if the AirPort Express will be connecting using a wireless connection to the third party router. Why? Apple designed their wireless extend feature to only work with other Apple routers.
Possible, if the AirPort Express will be connecting to the third party router using a permanent wired Ethernet cable connection. Post back if you need the details on how to set this up.
