I take an ecg and it appears on my i pohoe health app. I attach the pdf to either a e-mail or message and try to send to my pc so I can upload to the doctors portal. It fails to send to my PC-why?

What happens when you try to message or e-mail the PDF? Do you see an error message? If so, what does it say?
You should be able to attach the PDF using the Share button in the Health app on your paired iPhone: Take an ECG with the ECG app on Apple Watch - Apple Support
