Of course, you cannot use an app while it’s deleted. But you may re-download the app.

• Why does “iOS 15.3.1” appear in your screenshot? Be certain you install this immediately. If it’s already installed (very unlikely), delete it.
• Your iPhone always requires an absolute minimum of 10% of its storage free. If your used space ever exceeds 57.6GB, you should consider your iPhone unusable and free storage space immediately.

While I agree with sberman’s recommendation, you should be made aware that that does not place your Apps in iCloud storage. The Apps will no longer be runnable, on your iPhone, until you click on them and have them reinstalled/restored on your device.

Some apps, such as Notes, Pages, etc., give you the option to save your files in iCloud rather than on the iPhone. The app is still on your iPhone but anything you save is not on your iPhone. Not all apps offer this capability.

If you are not seeing Recommendations it means that Apple has no suggestions available that would free your storage.

At Settings > General > iPhone Storage:

Check Settings > General > iPhone Storage. If you see “Offload Unused Apps” as an option under “Recommendations”, consider enabling it.
