can I use apple pay on iphone 13 without face id or pincode?

way too many steps to pay with iphone 13 apple pay as it doesn't have fingerprint ID, and I don't want to pay another 300 euros for an apple watch that I have no other use for besides apple pay.

iPhone 4s, iOS 9

The iPhone requires either Face ID or your passcode to use Apple Pay.
