Yes, if you have Windows 7 or later, or Mac OS 10.14 or earlier. For Macs with 10.15 (Catalina), 11 (Big Sur) or 12 (Monterey) you can still reset the phone, but using Finder instead of iTunes (Those versions don’t have iTunes; instead they have split iTunes into Music, Podcasts and TV).
