Payment didn’t go through

Hello! help me please. I made an in-app purchase on February 20 through Apple Pay, but now it turned out that the payment did not go through. I can’t unlink my visa card and link another one to close the debt. also I can't pay for my itunes plus. The problem is that because of this, I can not download other applications for a long time. I'm from Russia and I don't know what to do. I really love your company, this is a breakthrough in technology, I really want to use the phone as before. Please help me

Have you tried adding a different credit card and then promoting that card to be the primary card to see if that pays the bill?

Buy/redeem Apple Gift cards to the account.

Apple Card -

Gift cards redeem. *

Gift Card - can’t redeem. *

Or if you aren't in Family Sharing.

Apple ID - Add funds to your ID *

I didn't get to buy it. a friend from Canada helped me. money for this debt was written off, but the account did not disappear from the list of debts. Other than that I still can't unpin the card and add a new one
