How is syncing devices enabled and disabled

How do I enable and disable syncing my phone with other phones and devices such my laptop

iPhone 8, iOS 15

You do not synch entire devices with each other. You synch available apps/services such as Messages, Calendar, Notes etc. There is also the handoff feature that can be used. Which services/apps did you have in mind?

One of the requirements is that the devices must use the same Apple ID.

The other thing to note is that you are not going to be able to Enable and Disable the features associated with Text Message Forwarding etc. at will. It will involve some work every time you Enable and Disable it. All this works well when things are left in one state or the other.
