Either the restore process did not take properly or there is some other underlying issue with this iPhone.

At this point, you have a couple of choices:

Try restoring it again. Just follow the steps in the support article you arrived here from.
Contact Apple Support directly. To do so, simply select the "Get Support" link in the upper right-hand side of this forum's web page.
