Either the restore process did not take properly or there is some other underlying issue with this iPhone.
At this point, you have a couple of choices:
- Try restoring it again. Just follow the steps in the support article you arrived here from.
- Contact Apple Support directly. To do so, simply select the "Get Support" link in the upper right-hand side of this forum's web page.
