Cannot enable tracking

Even though I am 18 it will not let me enable tracking for games what’s up with that? Keeps saying

Have you checked to see if your date of birth is correct on your Apple ID account? If not, you may want to visit https://appleid.apple.com and double check. If it needs to be updated take a look at article, Update the birth date associated with your Apple ID.
