All the online answers to this problem point to Safari Preferences and checking if there are any download restrictions in there. However in my version of safari (12.1.2 ) I cannot find any references to downloads in preferences.

Thank you for taking the time to reply to this but its not a lack of disk space preventing the download despite that message being presented. In my case there an almost empty 2TB fusion drive. No its Safari setting a restriction in the process but I can't get to the offending code.
Sorry to labour my point but the download is 1GB, the disc free space is 1.98TB. Not a disc capacity problem clearly.
If you are getting messages that there is insufficient space for a download, the issue is not Safari. It would be a lack of storage space on your hard drive. You should know the following. First, if the disk gets too full it can stop functioning. If you have insufficient space to upgrade your OS, the solution is to purchase and install an external disk which you can copy files to, which can then be deleted from your hard drive to clear needed space there. These disks are readily available, reasonably priced, compact and easy to install with provided USB cables. Most do not require external power. You may have to reformat it, though. This is an easy solution to solve your problem.
I must ask how a 2TB drive can be almost empty when it has an OS plus other apps installed on it? If you are referring to an external drive, then the only question is how much vacant storage space does your computer's HD have?
