Not enough disk space for a download

All the online answers to this problem point to Safari Preferences and checking if there are any download restrictions in there. However in my version of safari (12.1.2 ) I cannot find any references to downloads in preferences.

iMac, macOS 10.12

If you are getting messages that there is insufficient space for a download, the issue is not Safari. It would be a lack of storage space on your hard drive. You should know the following. First, if the disk gets too full it can stop functioning. If you have insufficient space to upgrade your OS, the solution is to purchase and install an external disk which you can copy files to, which can then be deleted from your hard drive to clear needed space there. These disks are readily available, reasonably priced, compact and easy to install with provided USB cables. Most do not require external power. You may have to reformat it, though. This is an easy solution to solve your problem.
