Why does it say set up personal hotspot?

When I press that it says to either call or go to the website but none of those things actually set up a hotspot

You are being offered the option to set up a Personal Hotspot should you choose to do so.

Hotspot requires permission from your cellular carrier. Presumably that’s where you’re being directed. This capability may add charges to your cellular plan.
