My iPad Air model A1474 shows that it does not need a system update but it’s currently at ios12 and I need iOS 14 upward for certain apps however the device shows that there is no new iOS avail for my device

If you need a higher version...... buy a new(er) iPad.

The model number A1474 corresponds to the iPad Air (1st generation), which is only supported up to iOS 12.5.5 I believe. The most likely reason for this, is that it doesn't have enough RAM, being released in 2013, to support the multitasking features that Apple wanted to implement (iPad Air (1st generation), has 1gb of RAM, the 2nd generation has 2gb - same difference with the iPhone 6 and 6S).
