That QR code looks to be for an app "HryFine", which according to the App Store is available for an iPhone or iPod touch.

If you were thinking this is an Apple Watch app, you'll want to reach out to the app developer.

1. Open the App Store on your iPhone, iPad, or iPod touch.
2. Search for the app, then tap it. If you can't find it, tap the account button  or your photo at the top of the screen, tap Purchased, tap "Not on this [device]," then tap the app.
3. The app's product page appears. Scroll to the Ratings & Reviews section, then tap App Support. If you don't see App Support, make sure that you're signed in with the correct Apple ID.

If you're having trouble restarting your watch to remove that QR code screen, a force restart may be needed.

Force restart your Apple Watch
You should force restart your Apple Watch as a last resort and only if it's not responding.

Don’t force restart your Apple Watch if you're updating watchOS. After you see the Apple logo and progress wheel, leave your watch alone and on its charger until the update finishes.

To force restart your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.
