Is there a way to restrict the use of specific apps using parental controls?

Hete are your options, but traditional human controls will be more satisfactory such as talking, trust, and handing over the phone. They are technically better at this game that you if they are old enough to have a phone ie 11 upwards.

I want to prevent my child from playing on her phone while shes supposed to be doing other tasks, so shutting down the web browser is a good idea as well, I was just looking for a way to block certain installed apps
The support article LD150 has provided you identifies a number of areas that may work for your intended goal.
For example, you can "block" selected websites as described in the "Prevent web content" section. In addition, if playing games is a concern, there's a section on "Restrict Game Center" that may help as well.
You would have to block all browsers that can also run Youtube videos and prevent installing of further browsers, making the phone useless for web browsing.
