Swipe Up to recover
My phone says to swipe up to recover. When I swipe it takes 30 minutes or so and then says it has failed to recover

It sounds like you restore the iPhone, and now it's freezing after you swipe up to recover.
You might want to consider restoring the iPhone again: Restore your iPhone, iPad, or iPod to factory settings. After, you can restore from a backup, using these steps:
