I can’t change region

My iPhone was bought in Russia, in Moscow, now I’m in the USA and I need to change the region, I can’t change it in the AppStore, I enter all the data, the region changes, then as soon as I want to download an application that is available for this region, such an inscription appears (photo attached) , after which the region becomes "Russia" again, my subscriptions to Apple music and Apple TV have already ended, why does the region not change?
