Is it possible to connect an ethernet cable to a locked Ipad so it can be remotely unlocked from Intune?

Possibly, but not likely. Unless a profile was installed to allow USB access when locked, the Ethernet cable will not provide data until the iPad is unlocked. You could put the device in recovery (DFU) mode and reset it if you have Intune set to escrow the Activation Lock Bypass Code.
