Why can't I pay for a music subscription? I use the Mir card in Russia

You mentioned MIR, which does appear to be an acceptable payment method.
If you're unable to add a card on file that it will accept, consider adding balance to your Apple ID using: Add money to your Apple ID balance
Add funds to your Apple ID balance on an iPhone, iPad, or iPod touch
1. Open the App Store app.
2. Tap your photo or the sign-in buttonat the top of the screen.
3. Tap "Add Funds to Apple ID."
4. To add funds instantly, tap the amount that you want to add. Or to automatically add to your balance in the future, tap Set Up Auto Reload. What's Auto Reload?
5. Follow the onscreen instructions to complete the purchase. Some payment methods might prompt you to verify your purchase with a text message or other method.
