Spotify does not work on my Apple Watch even though it’s installed and I pay for Wi-Fi service in the music and make calls when I’m running and don’t have my iPhone nearby. How do I get Spotify to work?

According to Spotify, you need to have a Premium account, your iPhone should be up to date running the latest iOS and your Apple Watch should also be up to date. Check out more information here: Spotify on Apple Watch.
If you need to update your iPhone, you can go to Settings > General > Software Update. Check out: Update your iPhone, iPad, or iPod touch.
To update your Apple Watch, launch the Watch app on your iPhone > General > Software Update. Check out: Update your Apple Watch.
