"Get Connected" popup error on Watch app when not on WiFi

My apple watch and iPhone are both connected via Bluetooth and to my wifi home network.

Any time I leave the house and access the Watch app on my phone, I get the following pop-up error: "Get Connected. To connect to Apple Watch, make sure your iPhone has WiFi and Bluetooth turned on." Both the iPhone and Watch seem to be connected over Bluetooth, but the popup displays anyway.

I have completed an apple watch and iPhone software update. I have rebooted both my iPhone and Apple Watch. I've tried unpairing and re-pairing the watch. I'm still receiving the error any time I'm disconnected from WiFi.

Others claim this bug is related to renaming the watch, but I don't want to completely discard all my data and start from scratch.
