If you're running ios 15.4 & have an iphone 12, it 'should' work. Did you try deleting the APP & reinstalling it? If that doesn't work, call the bank's mobile banking support phone # & have them open a ticket. Meanwhile, you should be able to access your bank acct. from their website via your browser until prob is fixed.
FYI, I had to access my Bank of America acct this way because their APP stopped working on my 6S Plus (running ios 12.5) in Nov. They as well as other APPs updated security reqmts to ios 13 or later & I didn't have enough free space on my phone to install the update so I was SOL.

Then why did you bring up your old phone?
Even so, if you have been restoring backups as you got new phones, it's entirely possible that you brought forward something that's compromised iOS.
Put the phone into DFU mode and restore iOS, then set it up as a new phone. Do NOT restore a backup.
Then download the app and try it again.

Your phone is unsupportable. Depending on the jailbreak, it may not be possible to completely eradicate it.
Buy a phone that hasn't been jailbroken.

And did the app developer describe why it was the phone? App developers get early copies of all the iOS updates to ensure their apps work with them. If an app does not work with the latest iOS, that is on the developer. Also, kind of difficult to say that the phone does not meet the security requirements of an app when the phone is on the latest.
Let me ask you, do you have 2 Factor Authentication active on your device? Do you have a passcode on the device? I would contact the developer again and ask them what about the iPhone is the problem and why it will not work with their app. They should provide you with support and passing off on Apple is just a lame excuse.
What copy of iOS do you have on your iPhone? Contact the app developer to see what they mean. How to contact an app developer - Apple Support
Is your phone jailbroken? Do you have a passcode set? You're going to have to work this out with the app developer.
