I am considering using the password feature on my iphone to store my passwords, but if I were to lose my phone or get a new one, would these saved passwords be transferred over?

As long as you are using iCloud Keychain then yes, the passwords will carry over to your new phone provided that you log into the same Apple ID that you were using when you saved those passwords. The passwords saved in iCloud keychain are linked to your Apple ID. Open the Settings app and go to Settings > [Your Name] > iCloud > Keychain and ensure that the setting is toggled on.

The passwords are saved in the Keychain. The Keychain data is save on iCloud and/or on an encrypted backup file on your computer. If you get a new iPhone then you can restore your new iPhone from one of the above backups and get your Keychain data restored.

If you have Keychain turned on in iCloud settings, you will be able to recover them when you log into the same Apple ID and turn Keychain back on in the new phone.
Just a reminder, all of this explanation about Keychain assumes that you have 2 factor authentication on your Apple ID. Keychain won’t sync if you don’t.
