I got a new payment method and I need to update it. apple and iTunes are not clear where to do this.

I recieved the message "There is a problem with your payment information - and following the suggested method of accessing apple pay through the settings, does not come up as the instructions show - I have I Phone 11 with ios 15.4.1 installed???
