Problems with iCloud on Mac

My MacBook Air stopped uploading photos to iCloud & syncing photos with my iPhone in October 2021.

The message I get is there is not enough storage in iCloud, but there is plenty of available storage. The only option it gives me is to manage storage. Any idea what's up?
