Use Parental Controls:

Choose to disallow Messages through use of Parental Controls. Then, re-allow it.

1. Go Here: Use Parental Controls on your Child's iPhone, iPad, and iPod touch - Apple Support
2. Scroll to: Restrict Game Center
3. As it Reads: "Private Messaging: Prevent the ability to voice chat or send or receive custom messages with game and friend invitations"
