I'm using the iCloud + plan (50 gigabytes). I received an email stating that I need to update the payment system. I add the card "world" (МИР), but it is not added (I attach the proof in the screenshot). See if this helps. Locate your country or region here Payment methods that you can use with your Apple ID to see what payment methods are accepted.
If your payment is being declined, review If your payment method has been declined in the App Store.
