There are some standard troubleshooting steps:
Rebooting sometimes clears something out that is interfering.
Booting into Safe Mode also clears out cache areas, again files saved there might be interfering. Also, after booting into Safe Mode (this requires some patience as during the boot some diagnostics are run, which takes much longer than a normal boot), try running Chrome again, if it runs in Safe Mode, then something installed is conflicting with Chrome.
If not working in Safe Mode, reboot again normally. Try creating a new user and try Chrome from that new user. If it works, then the next steps would be to figure out what is different about your specific user.
Look at what you have installed. Are there any third party security tools, network security suites, anti-virus, or "cleaning" apps installed? Try downloading Etrecheck, grant it full access, and run it and then post the out here using the Additional Text button below. The output contains no identifying info, you can check that before posting it. But it may provide a clue as to what the problem is, especially if the problem goes away in Safe Mode or when another user launches Chrome.
