It sounds like your version of “The Sims” is intended for an older version of macOS, and is not compatible with macOS Catalina.

Have you checked for a newer version of “The Sims” in the App Store?

(My suspicion is that your version of “The Sims” is a 32-bit program. 32-bit programs haven’t run on macOS since several major versions ago; since Mojave, if I recall correctly.)
